If you feel the need to buildwars an area, go for it, but Daze, Conundrum and Migraine are run on a very small minority of monster bars, as such I felt it was an unconvincing argument to favor HB over Resto just because of those skills.

The faster cast time benefit isn't a specific thing I would just use based on area I am in. Its just one of the added benefits of that elite provides that makes it a good skill to run.
I think those hexes show up pretty often in hm;... the stone summit dwarves, wik enemies, topk, uw, doa, etc. I'm not 100% positive in the later areas I listed; just thinking I recall seeing skills used that slow cast times whenever mesmers come up.
Oh yes, I also forgot to mention one of the other reasons I like hb. It makes one of my favorite healing skills much more usable : healing seed. The 2 second cast time is quite a skill killer when used without hb.

UW has Migraine pops. White mantle Sycophants, Charming Peacekeepers, Flame Guardians, Crested Ntouka Bird, Jotun Bladeturners, Agari Tlamatini/Ophil Tlamatini in EoTN also use similar skills like Arcane conundrum. Krait Hypnoss use Frustration as well as Awakened heads, Quetzal Sly. Bosses don't count, there's not enough of the hex to bother with.
I used HB mimicry for that (UW) before. It's not better than dropping item spells and with Migraine on you, Heal Party is 2 seconds to cast: the same as Divine Healing on a UA bar. UA has easy access to Deny hexes to take Migraine off a stack.
HB mimicry pretty much is D-Kiss + Heal Party. Ethereal Light is really cumbersome when aggro breaks so I use patient spirit, since it heals more anyway. Heal Party heals for ~170-180 (17 Heal, 17DF is 200HP so that's more or less a limit unless you are a cons spammer). Healing Seed doesn't get a boost. I also don't like it when you can use Seed of Life.
260ish patient is overkill as is >200 D-Kiss (had 500+DF or something on an ER). 223 to 232 Ethereal Light isn't as awe-inspiring simply because if you get hit it doesn't go off. 200+DF is enough to cover most everything, even WoH is 203+DF. The most someone will have that is reasonable is about 670 before cons and that's if they're being insane and running all survivor, fortitude mods instead of armor mods.
With UA Nature's Renewal is also annoying in UW but it's not that terrible.
If you're talking about HB without mimicry of UA, I don't see a point. Heal Party = 108. Divine Healing with 14 DF is 89, with Superior hat swap it is 93.
In theory HB allows you to pump prot. In practice you need at least 5 skills to have it do something useful. (Heal Party, Healer's Boon, D-Kiss, UA, Energy Management...Cure Hex is optional) so you have 3 free slots. Seed of Life, Prot Spirit, and Aegis/SoA/condition removal. That's about it.
In reality:
D-Kiss, Ethereal/Patient/etc. (self target spot heal), HB, mimicry (UA), Seed of Life, Heal Party, Auspicious Incantation, Cure hex/Prot spirit if you spec in prot (unlikely with Auspicious on same bar)
If you drop the Mesmer secondary and use Glyph then it's hopeless. You might as well run UA 99% of the time and ditch Heal party.
Healing Seed is the same as 14DF UA Seed of Life sans party heal. I don't see what's so great about it.

Healing Seed can be used, most of the time, as a "set it and forget it" type of healing. In comparing "EN used vs. Healing Gained, it can easily pay for itself if used correctly. You can also recoup all the EN used to cast the spell before it expires. An added benefit is the possibility of healing more than one target depending on it's position.
Well, that's why I like the skill. Understand that I am not comparing it to Seed of Life, since I like and bring both when I run HB.

Just curious what you drop for Healing seed, which is on 25 cooldown...
1 Energy management is more or less a must (Auspicious Incantation/Power Drain/Waste not Want Not/etc.)
2 heal party --> reason 1 to run HB
3 d-kiss --> reason 2 to run HB (with mimicry only, otherwise UA boosts it more)
4 HB
5 seed of life
6 (cure hex) --> no hex removal?
7 (patient/ethereal) --> Healing seed doesn't self target
8 (mimicry) --> a weaker version of UA monk without it

Seed of Life should be in every PvE monk's bar.

I don't run the typical gole like everyone else seems to use in the standard hb bars I have seen. Reasoning behind this is because I do not rely on spamming heal party. I also do not run mimicry.
Although skills that lower the cost of spells are nice to have, one shouldnt have to rely on them if they are good with en management while monking. That and if you have a decent monk partner working with you.
